Improvements

1. Actions: add text area on action detail edition to keep the formatting and make edition easier
2. Contacts export: add possibility to export NPAI (do not contact again) and blacklisted contacts
3. Export-list: change "..." for "0" when the export result is 0 or null
4. Petition: add redirection url when a petition is signed

Bug Fixes
